महिला व अल्पवयीन मुली बेपत्ता होण्याच्या वाढत्या घटना चिंताजनक

प्रा. डॉ. मेधा कुलकर्णी यांच्याकडून संसदेत मुद्दा उपस्थित; मानवी तस्करी रोखण्यासाठी तातडीने उपाययोजनांची मागणी
पुणे - राज्यात महिला आणि अल्पवयीन मुली बेपत्ता होण्याच्या वाढत्या घटना चिंताजनक असून, याबाबत तातडीने ठोस उपाययोजना कराव्यात, अशी मागणी राज्यसभा खासदार प्रा. डॉ. मेधा विश्राम कुलकर्णी यांनी संसदेत मंगळवारी केली. 'झीरो अवर'मध्ये वाढत्या मानवी तस्करीबाबत मेधा कुलकर्णी यांनी प्रश्न उपस्थित करीत या घटनांकडे गांभीर्याने पाहण्याची गरज असल्याचे नमूद केले. सरकारने या गंभीर विषयाकडे तातडीने लक्ष देऊन प्रभावी उपाययोजना राबवाव्यात, जेणेकरून महिला व अल्पवयीन मुलींची सुरक्षितता सुनिश्चित होईल, असे त्यांनी म्हटले.
आपल्या निवेदनात प्रा. डॉ. मेधा कुलकर्णी म्हणाल्या, "या समस्येचे स्वरूप अत्यंत चिंताजनक असून, गृह विभागाच्या आकडेवारीनुसार २०२४ आणि २०२५ या दोन वर्षांत तब्बल ९३ हजार ९४० महिला व मुली बेपत्ता झाल्या आहेत. यापैकी २३ हजारांहून अधिक अल्पवयीन मुलींचा समावेश आहे. दररोज सरासरी १३२ महिला बेपत्ता होत असल्याचे आढळले आहे. मुंबई, रायगड, नागपूर, छत्रपती संभाजीनगर, नवी मुंबई यांसह पुण्यातही अशा घटनांचे प्रमाण वाढले आहे. पुण्यातच गेल्या १५ दिवसांत १३ ते १७ वयोगटातील २० अल्पवयीन मुली बेपत्ता झाल्याचे समोर आले आहे. या प्रकरणांमध्ये मानवी तस्करीच्या संघटित जाळ्यांचा सहभाग असण्याची शक्यता आहे. जबरदस्तीने पळवून नेणे, खोट्या प्रेमसंबंधांच्या माध्यमातून फसवणूक, तसेच सोशल मीडियाचा गैरवापर यांसारख्या बाबीही पुढे येत असल्याचे निरीक्षण गृहविभागाने नोंदवले आहे."
तपास आणि शोधकार्याचा वेग अत्यंत कमी असल्याचे सांगून प्रा. डॉ. मेधा कुलकर्णी म्हणाल्या की, २०२४ मधील ४५ हजार प्रकरणांपैकी १५ हजार प्रकरणांमध्ये अद्याप कोणताही ठोस मागोवा लागलेला नाही. २०२५ मधील ४८ हजार प्रकरणांपैकी १३ हजार महिला अद्याप सापडलेल्या नाहीत. म्हणजेच, गेल्या दोन वर्षांत सुमारे २८ हजार महिला व मुलींचा अद्याप शोध लागलेला नसल्याचे स्पष्ट झाले आहे. बेपत्ता झालेल्या महिलांचे भवितव्य काय, त्यांची तस्करी झाली का, त्यांना परदेशात विकले गेले का, किंवा त्यांच्यावर अत्याचार झाला का, असे गंभीर प्रश्न त्यांनी उपस्थित केले.
या समस्येवर उपाय म्हणून काही ठोस मागण्या मांडण्यात आल्या. यामध्ये ‘गोल्डन अवर्स’मध्ये त्वरित शोध घेण्यासाठी आधुनिक व जलद तपास यंत्रणा उभारणे, मोबाईल ट्रॅकिंग प्रणाली अधिक सक्षम करणे, सार्वजनिक ठिकाणी कार्यरत सीसीटीव्ही यंत्रणा बसवणे व त्यांचे सतत निरीक्षण करणे यांचा समावेश आहे. तसेच, जबरदस्ती धर्मांतर आणि विवाहाच्या प्रकरणांवर कठोर कारवाई, अल्पवयीन मुलांच्या सोशल मीडिया वापरावर नियंत्रण, तसेच प्रवास आणि हॉटेलमध्ये ओळखपत्र अनिवार्य करण्याची मागणी त्यांनी केली. राज्यातील टोल नाक्यांवर डिजिटल पेमेंट व ओळख प्रणाली अधिक सक्षम करण्याचीही आवश्यकता असल्याचे त्या म्हणाल्या.

Rising Cases of Missing Women and Minor Girls a Grave Concern
- MP Prof. Dr. Medha Kulkarni raises issue in Parliament; demands urgent measures to curb human trafficking.
NEW DELHI/PUNE: Expressing deep concern over the increasing number of missing women and minor girls in Maharashtra, Rajya Sabha MP Prof. Dr. Medha Vishram Kulkarni urged the Central Government to implement stringent measures immediately. Raising the issue during 'Zero Hour' in Parliament on Tuesday, she highlighted the gravity of human trafficking networks and called for ensuring the safety of women and children.
In her statement, Prof. Dr. Medha Kulkarni noted, "The scale of this problem is alarming. According to Home Department data for 2024 and 2025, a total of 93,940 women and girls have gone missing. This includes over 23,000 minor girls. On average, 132 women go missing every day." She pointed out that while cities like Mumbai, Nagpur, and Chhatrapati Sambhaji Nagar are seeing a spike, Pune alone witnessed 20 minor girls (aged 13–17) going missing in just the last 15 days.
The MP emphasized that organized trafficking syndicates are likely involved, citing observations of forced abductions, exploitation through social media, and fraudulent romantic traps.
Highlighting the slow pace of investigations, she stated that out of 45,000 cases in 2024, approximately 15,000 remain untraced. Similarly, in 2025, 13,000 women out of 48,000 cases are still missing. "This means nearly 28,000 women and girls have not been found in the last two years. Where are they? Have they been trafficked, sold abroad, or subjected to atrocities?" she questioned.
To tackle this crisis, Prof. Dr. Kulkarni proposed several measures:
Setting up advanced investigative units to track victims during the 'Golden Hours' (the critical period immediately after a disappearance).
Strengthening mobile tracking systems and ensuring 24/7 CCTV surveillance in public areas.
Strict action against forced conversions and marriages.
Monitoring social media usage among minors and making ID verification mandatory at hotels and during travel.
Enhancing digital payment and identification protocols at state toll plazas.
