संपादकीय - परदेशींचा प्रताप; साहित्यक्षेत्राला ताप! | Sahitya Parishad Political Interference

नुकत्याच झालेल्या महाराष्ट्र साहित्य परिषदेच्या निवडणुकीत पारदर्शकता नव्हती, त्यात अनेक गैरप्रकार झाले, भारतीय जनता पक्षाने ही निवडणूक हातात घेऊन साहित्यातील या मातृसंस्थेचा राजकीय आखाडा केला, या अनुषंगाने साप्ताहिक ‌‘चपराक‌’ने 16 मार्चच्या अंकात सविस्तर वृत्तांत दिला होता. ‌‘चोराच्या मनात पोलीस‌’ या म्हणीप्रमाणे हा वृत्तांत आपल्यावरच आहे, असा समज करून घेत सरकारनियुक्त निवडणूक निर्णय अधिकारी ॲड. प्रताप परदेशी यांनी ‌‘चपराक‌’ला तब्बल वीस कोटी रुपयांच्या अब्रू नुकसानीची नोटीस पाठवली आहे. कोटीच्या कोटी उड्डाणे घेणाऱ्यांसाठी वीस कोटी ही रक्कम कदाचित नगण्य असेल पण त्यांच्या अब्रूची किंमत ठरवत त्यांनी जी दडपशाही सुरू केली आहे ती ‌‘चोराच्या उलट्या बोंबा‌’ या पठडीतील आहे.

प्रताप परदेशी हे ज्येष्ठ विधिज्ञ आहेत. हिंदुहृदयसम्राट बाळासाहेब ठाकरे यांचीही केस त्यांनी लढवली होती. त्यामुळे या क्षेत्रात त्यांचा सकारात्मक दबदबा आहे. असे असूनही ही निवडणूक त्यांच्या हातात राहिली नव्हती. वाढत्या राजकीय हस्तक्षेपामुळे असेल पण आपण सत्तेच्या नादी लागून सत्याची कास धरू शकत नाही, याचं त्यांना नैराश्य आलं असावं. त्यामुळेच अनेक वृत्तपत्रांनी परिषदेत संघशक्तीचा विजय, साहित्य परिषदेत हिंदुत्त्ववादी विचारधारेचा शिरकाव अशा स्वरूपाच्या बातम्या करूनही त्यांना काहीच करता आले नव्हते. निकालानंतर लगोलग भाजप नेते राजेश पांडे साहित्य परिषदेत आले, विजयी उमेदवारांना त्यांनी पेढे भरवले. ‌‘राजेश पांडे आगे बढो, हम तुम्हारे साथ है‌’ अशा स्वरूपाच्या घोषणा दिल्या गेल्या. विजयी उमेदवारांनी निकालानंतर मुख्यमंत्री देवेंद्र फडणवीस यांची भेट घेतली. उच्च तंत्र शिक्षणमंत्री चंद्रकांत पाटील, चंद्रशेखर बावनकुळे आदींनी योगेश सोमण आणि त्यांच्या सहकाऱ्यांचे सत्कार केले. भाजपच्या सर्व प्रवक्त्यांनी, काही संघ स्वयंसेवकांनी समाजमाध्यमावर अभिनंदनाच्या पोस्ट टाकल्या. खरं तर सोमण आणि त्यांच्या चमुंचे साहित्य क्षेत्राकडून जोरदार स्वागत व्हायला हवे होते; मात्र सर्वत्र फक्त राजकीय कौतुकसोहळे सुरू होते! असे असूनही ‌‘साहित्य परिषदेत भाजप विजयी‌’ असे म्हटल्याने निवडणूक निर्णय अधिकारी प्रताप परदेशी यांच्या बुडाला मिर्च्या का झोंबाव्यात? एखाद्याला ‌‘भाजपवाला‌’ म्हणणं ही सध्याच्या पार्श्वभूमीवर शिवी झालीय का? त्यासाठी त्यांना अशा अब्रू नुकसानीच्या नोटीसा पाठवाव्या लागतात का? कधीकधी सत्य हे समुद्राच्या तळाशी खोलवर जाऊन बसलेले असते पण ते वर उफाळून येतेच हा निसर्गनियम त्यांना ज्ञात नाही का?

निवडणुकीतील अनेक गैरप्रकार पाहून उमेदवार असलेल्या विनोद कुलकर्णी यांनी आरोप केला की, ‌‘निवडणूक निर्णय अधिकारी प्रताप परदेशी हे सरकारला विकलेले गद्दार निघाले. स्वतः दत्तगुरूचे भक्त असल्याचा आव आणत त्यांनी न्यायप्रक्रियेला काळिमा फासला...‌’ त्यांच्या या आरोपाला उत्तर देण्याऐवजी परदेशींनी ‌‘चपराक‌’ला थेट नोटीसच पाठवली. बरं, एका नोटीसीवर त्यांचं समाधान झालं तर शपथ! यांनी नोटीसींचं सत्रच सुरू केलं आहे. ‌‘भगवान श्री दत्तात्रेयांच्या नावाचा अनावश्यक, अवमानकारक व विकृत संदर्भात वापर केला आहे. त्यामुळे धार्मिक श्रद्धा, भावना व आध्यात्मिक विश्वासांना गंभीर धक्का बसला आहे,‌’ असं म्हणत ते वेगवेगळ्या माणसांना, वेगवेगळ्या ठिकाणाहून नोटीसी पाठवायला उद्युक्त करत आहेत.

अरे चोंग्या, हा महाराष्ट्र आचार्य अत्र्यांचा आहे, ग. वा. बेहेरे, पु. भा. भावे, बाळासाहेब ठाकरेंचा आहे. ‌‘सत्य हे सौंदर्य आहे, त्या सौंदर्यावर प्रेम करा‌’ असे सांगणाऱ्या तमाम सत्यप्रेमींचा आहे. मूठभर मावळ्यांना हाताशी धरून हिंदवी स्वराज्याची स्थापना करणारे छत्रपती शिवाजी महाराज आमचे आदर्श आहेत. या आणि अशा सगळ्या महापुरुषांचा आदर्श ठेवून, तात्त्विक भूमिका घेत लढणारे आमच्यासारखे लोक तुझ्यासारख्या भुक्कड लोकांच्या नोटीसींना भीक घालतील का?

‌‘चपराक‌’ने जी भूमिका घेतली ती सद्भावनेने, जनहितार्थ आणि निवडणुकीच्या सार्वजनिक प्रक्रियेवर आधारित होती. त्यात व्यक्तिशः ॲड. प्रताप वसंतसिंह परदेशी यांच्या चारित्र्यावर, त्यांच्या आयुष्यावर कोणतीही टिप्पणी केली नाही. निवडणूक प्रक्रियेची पारदर्शकता, निष्पक्षता आणि राजकीय हस्तक्षेप यावर आम्ही केलेली टीका भारतीय न्यायसंहितेच्या कलम 356च्या अपवाद क्रमांक 2 आणि 3 अंतर्गत पूर्णपणे संरक्षित आहे. त्यातील आरोपांना उत्तरे देण्याऐवजी परदेशी यांनी ‌‘चोराच्या उलट्या बोंबा‌’ याप्रमाणे आम्हाला नोटीसा पाठवून मनस्ताप देण्याचा उद्योग सुरू केला आहे. चतुरस्र, परखड, रास्त आणि कर्तव्यदक्ष हीच आद्याक्षरे घेऊन ‌‘चपराक‌’चा जन्म झालेला असल्याने परदेशींचा साहित्य क्षेत्राला होणारा हा ताप आम्ही आनंदाने सहन करू आणि ही दडपशाही झुगारून लावू!

हिंदुत्त्व आमच्या रक्तात आहे. आमच्या धार्मिक निष्ठा प्रबळ आहेत. त्यात कुणाविषयी द्वेष, आकस नाही. कसलीही कर्मकांडं नाहीत. देव, देश आणि धर्मावरील अढळ श्रद्धा हेच तर आमचं बलस्थान आहे. त्यामुळे प्रताप परदेशीसारख्या वैफल्यग्रस्त आणि ढोंगी माणसाने ‌‘आम्ही दत्तसंप्रदायाचा अपमान केला‌’ असा आरोप करण्यापूर्वी स्वतःची प्रतिमा आरशात बघून घ्यावी. ‌‘ॲड. प्रताप परदेशी यांच्यावर राजकीय दबाव होता. मुख्यमंत्र्यांनी राजेश पांडे, चंद्रकांत पाटील यांच्या उपस्थितीत त्यांना सांगितलं की, काहीही करून साहित्य परिषद आपल्याकडे आलीच पाहिजे नाही तर गाठ माझ्याशी आहे, अशी धमकी दिली,‌’ असे काही आरोप आम्ही केलेत का? किंवा ‌‘परदेशी हे भल्या पहाटे काही अधिकाऱ्यांना, वेगवेगळ्या क्षेत्रातील बड्या हस्तींना दत्तमंदिरात दर्शनाला बोलावतात. गर्दी टाळून थेट त्यांच्या हस्ते पूजा करतात, त्यांना प्रसाद देऊन त्यांचा सन्मान करतात आणि इथे आपला कसा वट आहे असा आविर्भाव आणत त्यांच्या धार्मिक भावना कुरवाळतात. त्यातून काही कामेही साध्य करून घेतात‌’ असे काही बेछूट आरोप केलेत का? ‌‘साहित्य परिषदेचे निवडणूक निर्णय अधिकारी म्हणून काम करताना तोंडात सतत अर्वाच्य शिव्या ठेवतात, ‌‘साहित्य परिषद भोसड्यात गेली‌’, असे म्हणत या संस्थेची बदनामी करतात, त्याचा व्हिडिओही सबंधितांकडे आहे,‌’ असा दावा आम्ही केलाय का? काही लोक तुमच्याविषयी असे बोलत असले तरी त्यात तथ्य नसावे; असेच आम्हाला वाटते! त्यामुळे आम्ही प्रताप परदेशी यांच्यावर वैयक्तिक आरोप न करता निवडणूक प्रक्रियेवरच भाष्य केले आहे. त्यातही श्री दत्तगुरूंचा किंवा कुणाचाही अवमान करण्याचा विचार आमच्या मनास स्पर्श सुद्धा करू शकत नाही. मग ‌‘मी नाही त्यातली, कडी लावा आतली‌’ या वृत्तीने परदेशी हा विषय पुढे का दामटत आहेत?  साहित्य परिषदेसंदर्भात वृत्तांत देताना आम्ही कोणतीही आणि कुणाविषयीही दुर्भावना बाळगली नव्हती. जनतेला सत्य सांगणे हेच तर माध्यमांचे कर्तव्य आहे. अतिशय सद्भवानेने आम्ही ते पार पाडले आहे. पत्रकारितेचे घटनात्मक कर्तव्य पार पाडताना आम्ही आमचे अभिव्यक्ती स्वातंत्र्य वापरले आहे. तरीही ॲड. प्रताप परदेशी नोटीस-नोटीस खेळत कायद्याचाच खेळखंडोबा करत आहेत. आम्हाला मनस्ताप देत आमच्यावर मानसिक दबाव आणण्याचा त्यांचा हा प्रयत्न हे सध्याच्या तकलादू व्यवस्थेचे प्रतीक आहे.

हा लेख लिहित असतानाच परिषदेचे नवनिर्वाचित अध्यक्ष योगेश सोमण यांची नाशिकहून एक बातमी आली आहे. सार्वजनिक वाचनालय नाशिक आणि इतर काही संस्थांच्या वतीने त्यांचा सत्कार घेण्यात आला. त्यावेळी बोलताना सोमण म्हणाले, ‌‘पदभार स्वीकारण्यापूर्वीच तारीख न टाकलेला राजीनामा योग्य व्यक्तिकडे देऊन ठेवला आहे...‌’ त्यांच्या या विधानातूनच त्यांना कसलाही कणा नसल्याचे सिद्ध होते. साहित्य परिषदेच्या बाहेर आता भारतीय जनता पक्षाच्या विभागीय कार्यालयाचा फलक लागला आणि तिथे खेड्यापाड्यातील लिहिणाऱ्या हातांना प्रवेश डावलण्यात आला तर ते पाप फक्त आणि फक्त प्रताप परदेशी यांच्यासारख्या निवडणूक निर्णय अधिकाऱ्यांचे असणार आहे.

The Pardeshi Prataap: A Fever Gripping the Literary World!

In the recently concluded elections of the Maharashtra Sahitya Parishad, transparency was a major casualty. The weekly Chaprak, in its March 16 issue, had reported in detail how various malpractices occurred and how the Bharatiya Janata Party (BJP) seized control of this premier literary institution, turning it into a political arena. Following the adage "a guilty mind is always suspicious," the government-appointed Election Officer, Adv. Pratap Pardeshi, has taken this report personally and sent Chaprak a defamation notice worth a staggering 20 crore rupees. While 20 crores might be a pittance for those flying in high circles, the way he is attempting to suppress us by putting a price tag on his "reputation" is a classic case of the "thief shouting at the police."

The Shadow of Political Influence

Adv. Pratap Pardeshi is a senior legal luminary who once represented the late Balasaheb Thackeray. He commands respect in his field. Yet, it seems this election slipped through his fingers. Perhaps due to increasing political interference, he found himself unable to choose truth over power, leading to a sense of frustration.

While several newspapers ran headlines like "Sangh Power Wins at Parishad" or "Infiltration of Hindutva Ideology in Literary Council," Pardeshi remained silent. Immediately after the results, BJP leader Rajesh Pande arrived at the Parishad to distribute sweets amidst slogans of "Rajesh Pande Aage Badho." The winning candidates promptly met Chief Minister Devendra Fadnavis, and were felicitated by ministers like Chandrakant Patil and Chandrashekhar Bawankule.

Ideally, Yogesh Soman and his team should have been welcomed by the literary fraternity; instead, it was a purely political celebration. In such a scenario, if someone says the BJP won the Sahitya Parishad, why does it sting Adv. Pardeshi so much? Is being called a "BJP supporter" an insult in today’s climate? Does it warrant a defamation notice? Perhaps he is unaware of the law of nature: truth may sink to the bottom of the ocean, but it always resurfaces.

Witnessing the irregularities, one candidate, Vinod Kulkarni, alleged that "Election Officer Pratap Pardeshi turned out to be a traitor sold to the government... while pretending to be a devotee of Lord Dattatreya, he has tarnished the judicial process."

Instead of addressing these allegations, Pardeshi chose to target Chaprak. And he didn't stop at one notice; he has started a spree. Claiming that the "unnecessary and distorted use of Lord Dattatreya’s name" has hurt religious sentiments, he is instigating people from various places to send legal notices.

Listen, Pardeshi—this is the Maharashtra of Acharya Atre, G.V. Behere, P.B. Bhave, and Balasaheb Thackeray. It belongs to those who believe "Truth is Beauty." Our idols are those like Chhatrapati Shivaji Maharaj, who established Swarajya with a handful of loyalists. Do you really think people like us, who fight on ideological grounds, will be intimidated by notices from people like you?

The stance taken by Chaprak was in good faith, in the public interest, and based on the public electoral process. We made no personal comments on the character or life of Adv. Pratap Vasant Singh Pardeshi. Our critique of the election’s transparency and political interference is fully protected under Exceptions 2 and 3 of Section 356 of the Bharatiya Nyaya Sanhita (BNS).

Hypocrisy and Power Play

Hindutva is in our blood. Our religious faith is strong and free from malice or hollow rituals. Faith in God, Country, and Religion is our strength. Before accusing us of insulting the Datta Sampradaya, Adv. Pardeshi should look at his own reflection.

We haven't (yet) alleged that Pardeshi was under political pressure or that the CM "threatened" him to ensure a win. We haven't claimed that he uses the Datta Temple to entertain high-profile figures in the early hours to flaunt his influence. We haven't even claimed—as some do—that there is video evidence of him using foul language against the Sahitya Parishad during his tenure. If people are saying these things, we'd like to believe they aren't true! Our commentary was on the process, not the person. Why then is Pardeshi trying to hide behind religious sentiments?

As this is being written, news comes from Nashik regarding the new President, Yogesh Soman. During a felicitation, Soman remarked that even before taking charge, he had submitted an undated resignation to the "right person." This statement alone proves a lack of backbone.

If the Sahitya Parishad eventually turns into a regional office of the BJP and the doors are shut on rural writers, the sin will lie squarely at the feet of election officers like Pratap Pardeshi. Chaprak was born to be bold and dutiful; we will bear this "fever" of Pardeshi’s making with a smile and cast his oppression aside!
